PayPal usually won't take their transaction fee under a few dollars. Im not exactly sure what the minimum is, seems like around $3-4. They will still charge for currency conversion, but it's not exactly a double dip. We avoid a little bit of that by doing it this way.

Otherwise it's the same thing. 3.5% of $30 is the same as 3.5% of $25 plus 3.5% of $5 later.
