The leadership within the upper echelons of the pentagon are all politically motivated, with eyes towards the joint chiefs of staff. Each will sell out his (or her, let's be PC about this) branch to gain favor with the politicians, so they can get that star (or stars) which require congressional approval. So, to see this type of complete horseshit is not the least surprising.
