HerpDerpin thinks that the president is responsible for the Pandemic Plan and the current state of "readiness". That means the majority in his IQ range also thinks this way. Also, TDS folks think this way.
Let me explain something - even though I know it will fall on deaf, retarded ears.
Do you think Jeff Bezos created a pandemic plan? How about Bill Gates? Larry Ellis? Elon Musk?
The answer is "No". They did not.

A "Pandemic Plan" is part of a larger set of policies and procedures called the BCP or DR plan. (Business Continuity or Disaster Recovery). The BCP is part of a larger security program which ultimately rolls up into something like a SOCII, ISO 27001 or other. Many of these programs are based on NIST guidelines. (The government has their own versions of these programs.)
The Pandemic Plan is typically in a risk matrix table based on how often the event occurs along with the impact. Right beside war, hurricanes, etc. Most BCPs have pandemic rated at once in 50 years likelihood with an impact of low to high. Since pandemics are unique in their behavior and impact, they typically call out the formation of a response group to handle individual outbreaks. They do not have explicit detail on exactly what to do but they do call out the basic framework of how things will proceed.
The idea that Donald Trump or any leader can be involved and that they are responsible is laughable. It takes a team.
The once in 50 year roll just happened in Trumps term. Pretty much a 1 in 10 roll. A president is only as good as the people involved.
Trying to put this on Trump is silly. Our nations pandemic policy is an accumulation of the thought put into it over time. The CDC is responsible. Not Trump. The president doesn't really have much to do with it. And shouldn't.

They have Carbon Monoxide Poisoning on it. I don't think that is even a disease. So, the duty of the leader IS to make sure that we are being effective. I would be taking a good peek at the CDC and getting ready to roll some heads too. They have a huge budget. Looks like too many people and not enough thinkers to me. Do I blame Donald? No way. Just like everything he inherited - it's a swamp. Fat cats, fat payrolls, no supervision.
