Police Arrest Two Paparazzi for Loitering

Los Angeles police arrested two paparazzi for loitering on a fire access road near Britney Spear***8217;s home yesterday evening in Studio City.
At 6:00 p.m., police verbally warned Alexander Passos, 35, and Eduardo Ravalha, 35, for loitering on city owned property near Mulholland Drive and Cold Water Canyon and asked them to leave. About 45 minutes later, the officers learned the pair had returned to the location and arrested them.
Passos of Canoga Park and Ravalha of Los Angeles were arrested and released at North Hollywood police station. They were charged with linger or to idle about a public place without lawful business for being present.
The officers were unable to secure Ravalha***8217;s illegally parked vehicle. The vehicle had to be impounded due to his arrest.
Two weeks prior, officers responded to a similar call at the same location involving the paparazzi. A theft report was taken for the removal of a No Trespassing sign from a chain link fence.

Officers Nab Copper Wire Suspects

Los Angeles: Los Angeles Police Department (LAPD) officers and Department of Water and Power (DWP) Security officers arrested two copper wire suspects in Northridge.
On Monday, July 21, 2008 at about 12:40 a.m., a DWP security officer was monitoring the security camera system at Northridge District Headquarters at 18718 Rayen Street. Through the monitors, he saw two men identified as Zane Jackman, 41, and Brandon Sewell, 22, throwing tools into the wire spool area.
Both suspects fled the scene and returned to the location. Officers observed one of the suspects jump the fence and the other stood as a lookout. The first suspect used the tools that were thrown over the fence to cut approximately 20 feet of insulated copper wire.
Los Angeles police officers were dispatched to the location to aid the DWP security officers. The suspect inside began to throw over the 20 foot wire and tossed additional wire over to the other suspect. A perimeter was established and the lookout suspect was taken into custody.
Moments later, authorities were able to find the other suspect, who attempted to hide inside the DWP facility. He was taken into custody and the property was recovered.
The suspects will be charged with grand theft and are being held on a $20,000 bail.

Pedestrian Hit by Truck Sought

Los Angeles: Valley Traffic detectives are asking for the public's help in identifying a pedestrian, who walked away from the scene of a traffic accident in North Hollywood.
On July 22, 2008 at about 4:00 p.m., 21-year-old Mirna Payes-Gonzalez and an unidentified female pedestrian were crossing northbound Beck Avenue on Victory Boulevard in a crosswalk. Willie Lee Graham, a 45-year-old resident of North Hollywood, was driving north on Beck in his 2008, Chevy Silverado, pickup truck and turned west onto Victory when he hit Gonzalez and the unknown pedestrian.
Gonzalez suffered serious injuries and was taken to a local area hospital. She was listed in critical condition.
The unidentified woman stood up after being hit and said she wasn't hurt, according to witnesses at the scene. She said she didn't know Gonzalez and left the scene without identifying herself.
Graham, the driver, stopped and attempted to aid the two pedestrians. The investigation is ongoing and no charges have been filed.

Teen Shot in South LA Dies, Suspect Arrested

Los Angeles: Los Angeles Police Department (LAPD) officers arrested an 18-year-old suspect in the shooting death of Alcus Mallory, 15, of Los Angeles.
The incident unfolded on Thursday, July 17, 2008, at about 9:10 p.m. According to investigators, Mallory was visiting a friend in the 1600 block of west 65th Place. Mallory and his friends were in the bedroom playing video games. The suspect, Elijah Larkin, pulled out a handgun and began to play with it. He fired one shot, and struck Mallory in the head. Los Angeles Fire Department medical personnel were called to the residence and transported Mallory to a local hospital.
Mallory was treated and placed on life support systems. On July 22, 2008, he was taken off of life support and was pronounced dead.
On July 18, 2008, Larkin was arrested and is being held on $1,000,000 bail.

LAPD Academy Graduation-Class 2/08

Los Angeles: This morning, the City of Los Angeles welcomed 37 new police officers in a morning graduation ceremony held at Elysian Park Police Academy. Present at the graduation was Police Chief William J. Bratton, Police Commissioner Andrea Sheridan Ordin, Police Department Command Staff, families, and friends who congratulated the 34 men and 3 women who will begin their new work assignments of protecting and serving within 24 hours.
For these new police officers their journey began 24 weeks ago, when they embarked upon a rigorous and challenging 912 hour course that would test their discipline, sharpen their skills and strengthen their minds and bodies.
Today***8217;s ceremony featured special guest speaker, Philip Fedor, a 7th grade student at SS Felicitas and Perpetua School. Philip, who was joined by his parents, was one of ten winners of the 2008 LAPD Essay Contest, an annual writing competition which asks middle school students from the Los Angeles Unified School District and the Archdiocese of Los Angeles schools what they would do if they were a Los Angeles Police Department officer for a day to greatly impact their community.
In May, Chief Bratton recognized the ten LAPD Essay Contest winners at an awards ceremony. So moved by Philip***8217;s essay, Chief Bratton invited him to read his essay at this morning***8217;s graduation ceremony. Addressing the graduating class, Chief Bratton stated, ***8220;[Phillip***8217;s] remarks are the embodiment of what you today, as you begin your careers, should commit to do as you begin to impact the community.***8221;

Suspects Arrested in the Unprovoked Attack and Stabbing of an Off-Duty LAPD Police Officer

Los Angeles: Los Angeles Police detained and arrested two suspects in the unprovoked attack and stabbing of an off-duty Los Angeles Police Department (LAPD) Police Officer in front of the Crimsin Bar, 345 West 6th Street in San Pedro.
On July 18, 2008, during the early evening hours, an off-duty police officer was attending a birthday celebration for an acquaintance inside the Crimsin Bar. At 11:00 pm, bar security personnel refused entry to Kareem Valdez and another male due to prior inappropriate conduct inside the pub. This led to a heated argument between Valdez and a member of the security team at the front door of the bar. Valdez left angry and returned with his friends, Abel Ulloa and another male.
The off-duty police officer, who had walked outside to the front of the bar to smoke a cigarette, was unaware of the earlier confrontation. Valdez returned with two friends intending to enter the bar. There was another verbal argument between security and Valdez which quickly turned into a pushing and shoving match with the security member. As Valdez walked passed the off-duty police officer, Valdez turned back towards him and punched him alongside his face and head. Ulloa and another male joined the fight, while security team members and bar employees went outside to the aid of the off-duty police officer. As Valdez, Ulloa and the other male were separated from the victim and the security member, Ulloa approached the victim and stabbed him in the abdomen. Valdez, Ulloa and the third male suspect walked away from the location.
The proprietor of the Crimsin Bar came to the victim's aid. The victim was taken to a nearby hospital. A quick response by Harbor Area patrol officers and help from witnesses at scene resulted in two of the three suspects being taking into custody at a nearby bar.
Detectives assigned to the Robbery-Homicide Division, Homicide Special Section II, arrested and booked Kareem Valdez, 21 years old and Abel Ulloa, Jr., 28 years old, for Attempt Murder on a Police Officer. Valdez and Ulloa, Jr. were booked at Los Angeles Police Department's Jail Division and each are being held on $1,000,000.00 bail. The third male with Valdez and Ulloa remains outstanding pending further investigation.

Sex Offender Arrested, Failed to Register for 36 Years

Los Angeles: Los Angeles Police Department officers arrested a sex offender who has failed to register for the past 36 years.
On July 19, 2008 at about 12:20 p.m., Hollenbeck division officers saw a man dressed in a hospital gown walking outside of the USC Medical Center near Boyle Heights.
Officers went to check on the man and discovered that he was Charles Frank McDuffy, 64, who had walked out of the hospital on his own. The officers took McDuffy back to the hospital. During a routine background check, the officers found that McDuffy was a sexual offender and had failed to complete his annual registration.
The last time McDuffy registered was in 1971.
McDuffy was arrested for failing to register as a sexual offender and is being held on $20,000 bail.

People today are always looking for ways to benefit themselves. Kids in our community should want to do something because it***8217;s the right thing, yet somehow actions usually lead back to the selfish ways of a greedy profiteer. Instead, let***8217;s keep our children safe, and inspire them to take Personal Responsibility In Decisions Everyday ***8211; let***8217;s help them take P.R.I.D.E.
The P.R.I.D.E. program would reinforce daily life lessons. Put trash in a trash can. Wear a helmet. Use a crosswalk. Children don***8217;t usually have a lot of experience with making daily decisions, and the P.R.I.D.E. program would teach them that living simple life lessons feels good. Living safe, keeps you and those around you, safe.
I would be committed to the idea of promoting safety to kids in a healthy, progressive way. I would hold a public P.R.I.D.E. seminar for parents and children. When they sign up for P.R.I.D.E., this means that the child is ready to become a participating member of the community. Police officers would be assigned to areas where kids congregate; shopping centers, schools and parks for example. When an officer witnesses a child acting in a proactive, safe way, the child***8217;s good work would be accounted for, and points will be deposited to his/her personal P.R.I.D.E. account, eventually leading to a reward. Varying prizes such as stickers, bookmarks, a movie ticket or gift card would be awarded depending on the amount of good decisions made.
As an LAPD officer for a day, I would establish P.R.I.D.E. in our youth community. The P.R.I.D.E. rewards program is a way to reinforce the future of our community to live and play safely. By becoming involved in ***8220;the establishment,***8221; kids will apply life lessons and integrate promotion of the common welfare into their lives. Support the endorsement of the P.R.I.D.E. rewards program, and help the community today for a better tomorrow.
In my partnership with community officials in Long Beach, I know they would be dedicated to supporting P.R.I.D.E. Chief Batts, are you ready to help the children of Long Beach take P.R.I.D.E.? I know I am.

A male student reported he was asleep when his roommate entered the room and began punching him. University Police Department officers arrived on the scene and the complainant said he wanted to press assault charges against his intoxicated roommate. The Metropolitan Police Department arrived to review the case, but they did not issue a report. The subject was assessed for his medical condition and then sent to GW Hospital for treatment.

MPD responded to a complaint from a student in the residence hall who said a female had come to the complainant's room and aggressively banged on the door. When the owner of the room opened the door, the suspect pushed her way into the room and picked up a knife and threatened the student with it. She then left the room and the building, and began knocking the taillights out of the complainant's car with a baseball bat. The subject, who is unaffiliated with the University, fled the scene before officers arrived. The complainant said she would not press charges.

UPD responded to an incident involving two male roommates who became engaged in an argument that led to a physical dispute. During the altercation, one individual bit the other on the arm. By the time officers arrived, the individual who had bit the other had fled the scene. Once he was found in the building, he was arrested for simple assault and transported by MPD to the Second District station. The injured student refused medical treatment.

All but one of them was underage. As officers escorted one male subject to a car, he kicked one of them, head-butted the vehicle and attempted to head-butt another officer. The subject's legs had to be restrained and he proceeded to rub his face against the asphalt on the road, yelling that the officers were hurting him. After receiving treatment at GW Hospital for the self-inflicted scratches on his face, he was taken to the MPD Second District police station for processing.
