Because policing is a job like any other. Unless there's clear criminal intent then it's treated akin to a workplace accident, because sometimes people make ****ty decisions at their jobs.
So they typically get suspended, with or without pay, an investigation is performed to determine what lead up to the incident, how the incident went down, get statements, the DA decides whether the state's going to prosecute, the family gets to decide if they want to prosecute, lawyers get involved, information is exchanged, and then the state will probably settle with the family to avoid a lengthy trial.
There's plenty of stupid on both sides of the equation though, drunk guy gets arrested, douses his head with hand sanitizer, then provokes police into detaining him with a non-lethal weapon. Some people just want to watch themselves burn.
