Take the Bowery in NY for an example.
You know those cliche movie scenes with people in flop houses? Trains going by outside the window? Room rattling?
When the first elevated trains were put in, it ****ed up large areas of cities. It became dark down below. Vice and sin replicated. People moved business out.
Having an L train run down your street didn't exactly spell prosperity. That's why underground's were used.
