so what? the whole "if you don't vote you can't complain" thing is a load of bullshit the established parties use to bully you into choosing one of their shitty choices in the goal of having you legitimize their rigged system.
did oregon go for clinton? yeah. would these anti-trump voters in portland change that result? no.
are they subject to US law and taxes whether or not they voted? yes.

The significance being that some of these groups were bused in by their hundreds in order to conflate an already unstable situation presented by the Left. These people weren't arrested for protesting, it's because these specific assholes were causing damage to businesses and causing real bodily harm to others.
