Canada patrols their border and country really well. Mexico doesn't, because the drug cartels and government are in bed together. Wall = harder to get drugs into the country.

His plan as to how the wall will get built actually makes a bunch of sense. Mexico would be as crazy as a sanders supporter not to go for it.
 
The manpower and cost of the wall would mostly be in laying the tracks for the 3d printer that would get the job done.
