and even if they do manage to keep it boiling, how much temperature does it lose by falling through the air out of a helicopter?
At like 100 feet up (which is probably very low), I'd think the boiling water turns into more of a hot bath by the time it hits the people.
 
Was that confirmed? I thought it was still unconfirmed government reports with good chance of it being either the government or a third party if it did happen.

Water with chemicals is completely believable.

Considering they are shooting and killing women standing on the side of the road watching I would say they are willing to go all the way.
