Some UEd questions

I'm not a UEd vet, but then again, I'm not a UEd noob. I use the UDN resources and UnrealWiki, and I can't find answers there, so I'm hoping I can find help here.

1) Ambient lighting. I'm working on one map where NOTHING seems to get the ambient lighting to work. I've set it in the ZoneInfo, LevelInfo, and TerrainInfo, and no love. I've set it high, Ive set it low. Once, nothing happened, but when I went to paint the landscape, the landscape lightened up in huge squares. But it didnt get inside the buildings.
This is the only map this has happened on. Every other map, the ambient lighting works as advertised.

2) DecoLayers. I cannot make them work (do they not show up in the preview?) I have followed UDN and UnrealWiki instructions to a T, but they just won't show up.

3) 'out-of-bounds' static meshes. Where are they? What PKG. file?

4) skyboxes in preview. Sometimes they show up (set to realtime and hit 'k'), sometimes not. It's not a big deal, but it drives me nuts that I cant figure out why it wont work.

Any help?
