Well they need to make it real obvious, otherwise the driver may just think they are typical arm waving fans and buzz on up the road. Pretty messed up to let people that close to the course, public roads or not.

What kind of ghetto ass rally lets people park on the fucking track? They don't even have safety personnel around.

If I had to guess, it's probably not a fully legal/official rally.
