can anyone tell me why the skins on the model appear so crappy yet the tga files are crisp and clear?

Is there some messed up setting in 3ds max i am missing?

Instead of rendering, you can also bump up the displayed texture rez in your viewports to match the actual rez of the tga's..instead of using the chunky default max 256x256 rez.

customize > prefs > viewports > configure driver (down the bottom) and tick match bitmap sizes and turn on anistropy etc = much easy to check texture seams.

Well crap I have plenty of time now that I'm unemployed, but motivation is a different matter, heh. Haven't used PS or 3DS in quite some time...
