[t1] explosion palettizing

I made an explosion with particle illusion and extracted 22 bmp's blue00-22. They are 24 bit and on a black background. When I use starsiege tools to apply additive9 palette on them (conversion from 24bit to 8bit) and use them in game, they appear all neon colors and ugly (but the black backgruond is removed). but if I convert the 24bit into palette3 and use makeskin, the black background stays. Any suggestions?
