Thats my thought as well. Not much I can really do about it though. I would guess they have about an equal number of votes that don't qualify but more of them are due to <18 which is much harder for the contest people to prove.

That's why I only did the email registration. I took one look at the full registration page and decided my one vote would have to be enough.
