There is a context. Lots of girls say I'm cute, but it's a way for them to pay a complement without seeming aggressive. It's a way for a girl to hit on me without feeling slutty. Its pretty much always said when were new to each other.

If a girl says it after knowing a guy for a long time, she's asserting that you are in the friend zone.

They are also in this kind haze of social interaction because people pay special attention to them and never argue with them.
