Population number has nothing to do with it. In fact, economies of scale suggest that if the US wanted to get comparable schooling results to Finland, it would be cheaper.

I haven't looked at US public vs private schooling in detail, but I'll venture a guess that the achievement levels are not massively different when you look at schools with similar demographics.
