There is a concept you seem to be continually ignoring referred to as a "burden of proof". You really can't prove a negative, so no-one is really ever going to declare to have proven there is "no fraud".
The burden is on those seeking to prove there is a crime, which has not happened. "Innocent until proven guilty" and all that.
Trump has taught them all one thing, and that is you don't need proof to go to court. You need proof to win a court case, but you don't need proof to begin proceedings.
