Doesn't need rear steering.

Needs a driver that knows how to drive. He has an escort vehicle for a reason. When the shoulder narrows with barricades he should have naturally [strike]wondered[/strike] wandered into the left lane and drove in the middle of the road letting the escort vehicle run interference.

The escort vehicle should have seen the trailer drifting into the shoulder and warned the driver.
