The level of stupid presented in that article just compounds itself almost endlessly as you read the actual article.

Basically these people break into a closed (for two years) coal mine to steal copper wire from equipment inside, get lost inside the fucking mine (and split up to boot), THEN the town spends $1,000,000 to have a new roadway built, pump water out of the mine, and have air pumped into the mine.

Then the town gives themselves a self-congratulatory masturbation session over how awesome and strong their "community" is.
