I havent heard of a minimum req. But I think to be anywhere near competitive in pvp a guild would need at least 50 dedicated players

I'm not sure what you mean by competitive. I think the plan is to run a mercenary guild and sub guild to a larger nation. In that case... you can have a guild as small as you like. You simply own a guild hall in some other larger guild's city.
