I'm honestly not aware of a tulip festival in Amsterdam. We do have something called "bloemencorso" which is basically just a parade with cars all covered in flowers. This is not in Amsterdam but in the south of the Netherlands though (but hey everything is a 2 hr drive max. from Amsterdam). It might be this that you're talking about. Google it.

Also: what's best about Amsterdam is just how beautiful the center is. The canals are just very nice with the older houses and alleyways around it. If you do feel like experiencing a massive event in Amsterdam then you should visit for Kingsday. Google it. :)
