Let's look at it this way.
A band of people gather in one place, behind closed doors, to discuss the assassination of a public figure. They buy all the materials they need, knives, rope, what have you. Then one of them comes over to the public figure's house, and just drops off a knife.
They don't go any further.
Do you think they won't be found guilty if what they said behind closed doors was made public? Do you think they'll be able to get away with saying "it was just a joke between friends"?
This is the Internet, making threads, and giving explicit instructions on how to go about mass calling and mass mailing a certain person in particular, is illegal. The intent is there.
