try to be subtle with the backround detail/pattern. As far as the emblems resize the blood eagle one a bit to fit within the tile border.

Then use the emboss/embed feature in the layer properties to give the emblems that set-in or laid in stone look

fiddled with it a bit. Doesn't look much better, but I saved over the psd documents so you can see how to make them more set in instead of that layered by layer look.

I messed up on the 3rd preview. in the psd doc you'll see a texturize option for depth at 14, be sure to change it to 30 if you want it to match.

what i came up with. maybe look a little better. nothing near pro though.
