No it's strategy and it works, though it's a bit more brutal for most weak stomached people. It goes against any type of humanitarianism because it's a strategy that targets all people living in the area indiscriminately. Israel has been doing it successfully for years now with Palestine but the Palestinians are a hardier people used to living with nothing more than dirt/rocks.

You take a city of people that cant function without internet access for a day and cut all electricity, just watch how quickly the city would tear itself apart, keep in mind they'd lack heat sources for winter (gas,wood,electricity,etc...), food, and you can bet your ass none of the cities water pumps would be functioning and you get a very disturbing picture of how fast society can break down and its 1000x worse in a densely populated city.

the gaza barrier took two years to complete and it's 37 miles long. they had to build a wall because there's no way they had the manpower to actually patrol and secure that border. and that's one location. they also had a protracted conflict and had already had nominal control of the area for about 15 years.

you could maybe do something like that in a short amount of time to san francisco because the peninsula is seven miles across and outside of that there's three ways into SF: GG bridge, bay bridge, and BART tube.

but oakland, for example, you can't barricade. you could drop power and water, but you won't be able to keep people in. and you're also forgetting that the peeps in charge of those municipal utilities are community members and they'll refuse.

where are you going to get the manpower to surround portland, oakland, san francisco, LA, austin, new york, and so on? the police presence in those areas is augmented by police from surrounding cities and they barely have enough to keep the protesters contained inside of the cities.

and this ignores the fact that you have a couple thousand people showing up in cities that have between 500,000 and a nine million people. portland alone is about 12% of the state's population. portland is also a little over half the population of the entire state of montana.

small towns in BFE, sure, you could try that.

drop power and water to portland, SF, oakland, new york, etc. and declare war on those dirty liberals and you'll just have bigger problems...such as no internet or cell phone coverage anywhere in the US.
