I know enough to know without an order nothing can be done. And also if he gets a particularly anal agent who will make the effort to navigate all the red tape to get it he'll be fucked.
It'll ultimately depend on how much or how little that particular agent has on his plate at the time. Larger chance his order will be shuffled to the bottom of the pile in lieu of things like serial rapists, fraud scams and other larger crimes but it would be gold if that order manages to show up in the future.
