Yea that's dishonest, or at the very least ignoring what the textbook states. The Minneapolis manual literally states that neck restraints and chokeholds are reserved for life-or-death situations. It states explicitly that they may be used against a subject actively resisting, and rendering a person unconscious should be limited to aggressive subjects for life saving purposes. Most police departments (including Minneapolis) stopped training the technique in 2014 after Eric Garner.
There's no place in the manual that states that kneeing on someone's neck while they're prone on their stomach and not moving is appropriate.
