giving HIV infested blood to the blood clinic is about as much "attempted murder" as selling a gun to someone which is then used in a murder

Autologous donation is only feasible in cases of known upcoming elective procedures. Traumas and other emergencies need homologous banked blood products, of which there are usually shortages (if you believe the Red Cross). Also, banked products have shelf lives, so they need constant resupply:

No of course not. But you're the one who brought up testing donated blood, as if that's supposed to absolve the incredibly malevolent act of knowingly donating infected blood.

No, I was merely pointing out to absent that changing the charge from a felony to a misdemeanor will not change whether blood banks perform tests, or indeed any other part of the procedure.
Now, the fact that you can stick an HIV-infested needle in someone and still not be charged with a felony? That's ****ed up. But in terms of actual harm done, knowingly donating infected blood is quite a few steps removed from that.
