I assume you meant either Ableton Instrument Packs or maybe external VSTi (Instrument) plugins?
If the former, there are sample sets in the Ableton store.
If you're looking for the native ableton instrument preset packs, those seem to be hard to find, paid or free. Here is one set of free operator presets: http://abletunes.com/downloads/Abletunes - 45 Free Operator Racks.zip

Otherwise, you could use external instruments, and there are plenty of good freeware options out there... Check the KVR plugin rank charts for free and commercial options: KVR: Plug-ins - KVR Ranks
