Let's be honest shall we? The only threat to our sovereignty is the US and given the amount of foreign ownership in our country, perhaps we no longer have sovereignty, certainly not economically. Further since we can't defend ourselves against bigger capital or US military, why bother spending billions on a military. Fuk it. Fuk it all.
An example of this is the Canukistanian gov't believing that we need F35's and soon we will spend 10's of billions of dollars on a plane which is already OBSOLETE. But MIIC wants us to spend, so as a good US client State we will. So I'm not sure what sovereignty we have but I really don't give a **** if my political masters can speak French or have a NY accent, either will maintain our economic system.

As for China or Russia ever being able to compete militarily against the US - it's not going to happen for a hundred years, the US simply has too much infrastructure militarily and scientifically built up. Not to mention a TRILLION $ budget. I dont' see a country like Russia a collection of oligarch's having a GDP slightly larger than Belgium's as ever being able to pose a threat.
So that leaves China. Please enumerate the threat China poses because short of a nuke exchange I don't ever see a PRC dude on our shores.
