Yep, definitely. Before with FFA, you just had to be in the raid and present for the fight (range), and you would have looting rights on the body, which makes sense.

Now, it seems you have to both tag the mob, and be alive when it's looted, or something strange to that effect. I'm not totally sure because a lot of people get mixed up between FFA and group loot and such when recounting stories.

We had a mage die to an add on one of the bosses, and he had no loot rights on the boss, even though he never released. He was just never up to tag the boss. If you expect cloth wearers to never die on bosses... well, that's just retarded.

I don't see why blizzard changed the looting rules on us without any notice. The number of disenchanted items is going to rise now, and a lot of time spent in the core will be worthless. It's one thing to get crappy drops, it's another to not be allowed to give someone drops your entire guild earned. 40 people all working towards getting each other equipped and that time is just wasted by a stupid looting algorithm.
