i won't describe the best because some asian doctoral student at the university of hawaii says i come off as a douche when i actually tell the nitty gritty, but the worst i'll tell.
i was living in my condo which was right by the water one day and i was just taking a walk outside. down the block from me were a few short stay motels where hookers frequently 'did their biz.' anyway it wasn't even dark out, it was maybe 6pm, and i was walking home already. this chick approaches me and asked me if i wanted to hang out. i didn't even have my wallet on me, just a key around my neck and a bunch of sweaty clothes, i actually found it hilarious that she'd approach me thinking i had any $ on me. i declined, but when i got home i was super horny. so i showered and i started trolling CL which at the time wasn't the crapfest it is today. today maybe 5% of CL ads aren't B&S or police operations. then it was more like 50% (we're talking 2001 or 2002). so i found this hot puerto rican advertising with what looked like real pics in rockaway, which is a short drive from my house, i called her and headed over there. i arrived and called, and she said she'd meet me outside and walk me in. cool. after a few mins i call her back and say i don't see her and she says shes on some corner wearing green or something, and i spotted her. i walk up to her and i see that the pictures could be her, her body was ok, big ass and a decent rack, but her face was way bust. like meth-scratchy bust. i started to have second thoughts but she grabbed my dick right away (note: non-cops do this to ensure you're not a cop, once theres any touching before $ is brought up you can be 99% certain you're not dealing with law enforcement) and the little head took over.

honestly i'll only bargain the $ as it pertains to services. if a girl is asking 600 for an hour she obviously thinks she deserves it. offering her 200 will just make her hang up on you. i usually ask a girl what the best she can do for me is if i'm flexible on the appointment time, then i'll try to see what services she's "guaranteeing" for the money. if the value is there, i'll do it, if it isn't, i won't. but that's me now. when i was younger i was just a moron who would pay without knowing what to expect.
