As an arms warrior I can't find a place to fit it in to a rotation.

It'll be slightly less worthless in 4.0.3, when the damage increases and Bloodsurge reduces its rage cost to 0. Till then, its a filler when you have a free GCD and plenty of rage. Otherwise, ignore it

Have it off of GCD and make it proc less and not share CD with HS and Cleave.
