Girl hits another girl while crossing the street, drives off, people catch up to her

For ease of storytelling, girl-a is driving the car and girl-b gets hit.

So my sister was leaving a bar last night and saw girl-b get hit by a car while crossing the road. Girl-a tries to drive off but girl-b's boyfriend catches up to her. Girl-b is motionless on the ground and my sister said she wondered how she didn't die.

The driver of the car -- who sources confirm is the girl we got on camera afterwards -- registered a .17 blood alcohol content. Legal limit in California is .08.
