If she's the manager of the property I'm sure she's heard complaints about them before.
If a car pulls up on your property and you tell them to leave and they ignore you, you can record + report their license plate number, which leads directly back to the owner. Can't do that with a skateboard.
Obviously the proper way for her to handle it would be to call the cops right when they show up, but she was trying to avoid doing that. Changed her mind when the one kid resumed skating after she told them to leave. And again, when the sheriff shows up, I can guarantee you she's not going to be in any trouble for confiscating the board. That should tell you something.
