That's already been done with red light cameras, and in the UK they have radar cameras that ticket for speeding. Here in the USA the red light cameras are being phased out because you can't face your accuser in court, and the cities rigged the lights to change from yellow to red faster, which pissed off everyone. Plus people would slam on the brakes and cause accidents.
The cameras in Hollywood FL can track every plate, and like I've said, right now they're only looking at the major crimes. It would take an army of people to stop everyone and give tickets for the smaller stuff, which would lead to people avoiding the city.
You see, cities make tax revenue when people spend money. If the city pisses everyone off with traffic citations, then people will go elsewhere. A traffic citation can make insurance go up $300 a year for 3 years. This happened with Ashley. She got a speeding ticket going home on the turnpike. I told here to take care of it with a ticket clinic attorney. She did but forgot to send in a certain form. So she never actually hired the attorney, the time to fight the ticket passed, we had to pay the ticket as guilty, and the insurance went up for 3 years. People will say pay the ticket, you were wrong. If that was it, I'd be OK with paying a ticket, but the insurance goes up.
