If Clinton didn't like the negotiations or approved of them he had two options to choose from.
1. Sign it (approval of the negotiations on his behalf) 2. Veto it (disapproval of the negotiations on his behalf) As THE leader who signed it you can't renege on your part and say "hey even though my signature on this bill, I had no part in it and the blame lays squarely at the feet of Bush!" When you have every opportunity to throw it back to congress if he had disagreed with it. |
Clinton signed NAFTA into law, then took credit for it. So Clinton is ultimately responsible for it.
