im just now switching from resto sham to enhance.. and i can't wrap my head around the hit% needed for a sham who uses spell hit, and melee hit, and has a 6% talent for hit (which I hear doesnt apply to spell hit?)
for pvp for dual wield, do you need 10% hit for all white hits? or is it still the standard ~6% spell/melee hit.
ugh... fuck i cant think.
edit: i frequent AJ a lot, and i havent really had a solid conclusion on hit% for enhancement.

Spell hit is 315 when you're fighting alone. That means getting 315 will cap you for your spells and specials (as melee specials require lower hit - 8%). Expertise seems to be a problem for our enh sham too. But he has to gem hit a lot to maintain caps.
No idea what AJ is. Did you mean EJ?

for PVE there are a ton of resources to find out what hit rating you need to be. For PVP, however, there are hardly any resources other than arenajunkies (AJ). I found that spell hit cap of 4% for a shaman is like 104 hit rating, while 4% melee hit is around 130 rating. I was just unsure if offhand/DW needed more hit than 4% for PVP for its hits to connect.

Swapping out a couple of pieces of gear for hit gear for the extra 3% isn't something you should need an addon for as a caster.

For PvP, go with %.
I only know the melee hit % for PvP is 6% against faggot nightelves, 5% otherwise.
Edit: Should say this is for specials. Correct me if I'm wrong.
Btw, you also need about 75 Spell Pen for Wind Shear to be more reliable. This is from the Enh sham I pvp with.

PvP? 5% hit rating. However, if you're dual-wielding, you'll still suffer the 25% miss rate on white swings. So in essence, you want to have at least 5% hit on your gear for specials/spells to always land (assuming they aren't dodged/parried). You'll also want the 6% DWing talent (3 points), even though it doesn't affect spells. Hit helps. Trust me.
Also, get the 35 spell pen enchant on your cloak, along with two 20 spell pen gems, if you plan on PvPing. Purge, Shocks and Wind Shear getting resisted because of mage armor and other resistance buffs, is ridiculously gay.
PvE? You need spell hit cap, since ~half of your damage is spell-based. Assuming you have either a SPriest or Boomkin in your raid for the last 3% hit rating. You need 343 hit rating if you're Draenei Enhance, because they get 1% hit passive racial. If you're Horde Enhance, you need another 1%, so like 369 or something (I think).
Keep in mind that if you don't have a SPriest or Boomkin in the raid, you'll be missing 3% of your spells at 343/369 hit rating. If you're focusing on 5/10-mans, it would be wise to get that extra 3% hit rating on your gear because of the likelyhood of not having a SPriest or Boomkin. Hit isn't a bad stat anyway, just not as important AP (or haste/crit).
Hit rating doesn't diminish dodge/parry like someone else said. The Night Elf racial is 1% dodge, not "miss."
For expertise, you need 26, 9 of which you get from talents. You don't gem expertise for PvP however.
A safe bet, assuming you are hit and expertise capped is to always gem for AP and then haste if you need a yellow socket.
p.s. Don't waste your time with Enhance. It's garbage in PvP and PvE (end-game anyway).

Dual wield automatically applies that chance to miss. The chance to miss only increases as boss level increases. So if you get naked, dual wield 2 weapons, against a player or a lvl 80 dummy, you'll miss that much.
The difference between players and bosses are that players can't dodge from behind. I believe all other mechanics in terms of hit, crit, parry work the same. The reason why you need 5% in PvP and 8% in PvE (to cap specials) is simply because players are level 80, bosses are 83.
hastie 10-18-2009, 04:26 AM In my guild runs i'm normally top 7 or 8 as enhance for fights where i have to move around a lot, can be pretty high on fights where i don't have to move off the boss. Did over 7k on Koralon the other day in a pug, not too bad for a buffing class. Got my first piece of 258 tonight as well :D
