basically, switch to high settings then adjust shit manually...i wont misquote things for you, just read the thread...it helped me and i have a welfare video card.

This did work for me, I stayed at one spot for about 20 minutes just changing settings and watching what happens to the FPS.
I didn't change much after setting it to high:
Shader model version ----> 2.0 or 2.X didn't seem to make a difference for me, but 3.0 killed the FPS and it jumps back to 3.0 all the time like most people know at this point. If you change a setting always check to make sure this setting didn't go back to 3.0 which it does at least half the time for me.
Shadow Quality ---> Disabled
Water reflection quality ----> None
In basic video settings I turned Anti-alias quality to 2x, at 4x I took a big hit in fps but with 2x I didn't see a noticeable drop.
All of the view distances I left at their setting after changing everything to high, when I tried lowering them before I found my FPS would drop all the time, people on the forums are guessing that if you set all the view distance to low that means that everything has to load all at once when you get i range.
I am going to play for a bit and see how bad the spikes are in various areas.

I found I can run with SM3.0 if I disable the grass completely. With grass disabled, there's about a 6 FPS difference between 3.0 and 2.0 but of course 3.0 looks much better.

I turned a few things off and jacked up my settings as directed. Shadows, grass, etc... all off. Then i made the move to go 1028. I gained 20 fps (normally going down res makes it worse but not this time).
It's worth doing this approach, starting at high settings and really testing shit.
A LOT of things that should improve performance in the settings just do not.
