for the last year i've this same setup basically running 24/7 while working/surfing/gaming on my pc. there have been no hardware or software changes that i am aware of.
all the sudden i am getting some weird shit while using firefox/IE when utorrent is running (regardless if there is traffic up or down, or no traffic at all). when i open links up in new pages, the pages open up blank. also, my gmail chat is knocked offline when utorrent is running and pages wont fully load.
as soon as i kill utorrent everything goes back to normal. i tried the beta vers of utorrent, but the same issues arise.
any ideas?

Increase the poosible amount of tcp/ip connections?

Actually, what you're describing is normal while running uTorrent, or any Torrent client for that matter.
The reason really isn't due to your Torrent client eating up your bandwidth, it's because it's establishing, closing, verifying, reverifying, packets of information coming and going from the client that your TCP/IP stacks are just flooded with connections, reconnects, disconnections, waiting for more connections, verifying information, etc, etc.
And this is actually normal.
About the only thing I could offer is make sure your system is spyware and virus free - that means multiple scans with multiple scanners for both spyware and antivirus software, check your firewall to make sure it's not choking things up.
Also, I've personally had problems with AVG Internet Security clogging uTorrent up, even when closing it it won't let it drop it's connections at times.
If worse comes to worse try a Winsock reset, run a command prompt and try "netsh winsock reset" - and if you ask me why it doesn't work after you just got done putting the quote marks in I'm going to call you an idiot.
Last but not least you might try to make sure your ISP isn't throttling your connection with TCP resets when running your Torrent client, there's free tests you can run - just Google for "Torrent throttling test", they're out there, I'm not going to look all this stuff up for you. And make sure they're not throttling your connection.
Other than that, couldn't tell ya.

FYI - i'm confidant it was SP3. i had forgotten i installed it, and the problems started around the day i did.
i repaired xp, went back to xp2, and everything is working the way it was.

Ah, couldn't tell you on that one, for all I know SP3 could totally screw around with TCP/IP packet settings.
