It gets tossed around in every rpg, but especially the ones with an active PVP element. I think people just use it more in wow for the same reason they refer to damage as dps and deadmines as vc. Sort of a sheep thing. The funny thing is that almost without exception almost all talent trees are "viable" in that they do what they're supposed to do. Choosing a path that is optimal for what you're trying to accomplish is a horse of a different colour. There's no class and spec though that isn't capable of killing an even con by itself really, where that was actually very possible in a few other games. Somewhere along the line people started confusing viable with optimal and it sort of stuck.

I mean if I was inclined to play a hunter, and pick up a great big spear or axe and go around using melee skills like raptor strike, counter attack, mongoose bite, and disengage. Those skills are there for a reason, and you could technically kill things by using them (and as we all know, hunters are capable of hitting pretty god damn hard with melee weapons). It'd work. It might not be the best choice, but you could do it and be somewhat successful.
