The best way to spot a wallhack is to wallhack yourself. Years ago I admin'd a server in Cod1, and would sometimes log in a smurf with a wallhack enabled. Its much easier to spot the good players who hide it well using that, as you end up staring at each other through the wall. Then i'd relog'd as an admin and bans would ensue. I caught a few pretty good players who hid it well using this 'method'
Still takes about 20 mins or so of yoru time and a lot of verification and reverification and is a pain in the ass, but ultimately you will spot it. Cod4 makes it even harder b/c of UAV (so you need to run uav jammer + silencer in order to truly give the benefit of the doubt).
