IMO it was because no one would run heroics.
Until they buffed up the badge gear and offered dailys, most heroics were dead.
Most ppl ran like H SP and H Mech and avoided the tougher ones.
The risk/reward was not worth it.
It was much easier to get blues from quests and reg dungeons and skip heroics for Kara.
In an effort to make gearing up for PvE easier on casuals, I believe they implemented all these changes.
In your scenario Osiris, a shitty tank is better than no tank. You just have to compromise and teach/compensate for the tank's deficiencies, otherwise don't run it and save yourself the frustration.
