What's better? Mongoose + Mongoose or Mongoose + 20 AGI?

I think mongoose stacks as long as it's one effect from each weapon, right? Does it happen often enough or does the 20 agi constant beat it overall?

And which would you go for in a PvP setting? PvE?

I've read through a few threads on thott, wowhead etc but none really show a good comparison.

Yea, this seems to be standard for pvp although i'm keeping +15 agi on my offhand for now.
