MWD on a ratter? Maybe in deklien where loot collection can be a pain. Got good drone skills? Cause it'll take a while with weak skills and only 4x tubes. Damage Control on a ratter isnt cool. Routinely dipping into hull is not kosher for a ratter, and can be avoided with smart tanking, eliminating the need for ^ hull resistances. That's a LOT of capacitor recharge, sure you need it because of the MWD, but you can drop those relays in the lows and throw in another hardener, or--my preferance--a nanofiber or istab to speed up close time.
