Honestly the only problem I see with that is that you'll have to refill it with ice so often that it'd probably be cheaper to buy an AC unit.

Your setup is actually less cost effective because you're running a giant fan and have to buy ice.

The funny thing about this system is this.

You are taking ice that you made from your freezer I presume right? You use this ice to cool down the air by running fans and pumps that create heat. You create this ice in your freezer which puts out heat in order to make it. If you ran that system in a closed room for a while you would have a sauna.

You can buy a window A/C unit for 100, 150 if you want glass cutting nipples. Extension cords to get to more up to date wiring is cheap also if you are worried about the wiring around that area.

My only advice is this... If you add salt to the water it will be colder.
