I am not too happy with the BE mount and I am trying to reach exalted by the time I reach level 40. I just got to level 38 and I have around 17K rep and need 21K
I have done all the noobie quest near the undercity. I have 1 quest left in Hillsbrad. I have done all of SM, RFK RFD...
I did the wool and silk donation quest. I am now questing in desolace.

Any tips for some quest, areas or anything that might help?

FYI doing grey quests do not yield as much rep as they would when they are yellow/green.

The Silk Cloth quest is repeatable. I don't know when it cuts off (if at all) but you can keep donating stacks for like 75 rep a pop.

I talked about that with some random guy in UC asking about where to get more UC rep. I of course reccommended the cloth turn-ins but he came back saying the turn-ins stop at Honored.

Your best overall bet is to quest as early as possible in all the lands where there's more Forsaken than other Horde NPCs. Silverpine, Hillsbrad, Alterac, and Arathi should be tops. There's also a few in Desolace, and if memory serves there could be some in Swamp of Sorrows. That's not counting the random sprinkling of Forsaken quest-givers in weird spots. Much like the path into Deadwind Pass from Duskwood.

Only runecloth turnins can be repeated.

Also...its just a mount, who cares? Nobody will even see you or care about you from 40-60, much less until 70. I couldnt imagine spending so much time on useless quests just for reputation before level 40.

Edit: If you really want to you can start doing AV at 51 and keep turning in blood etc to gather rep with Orcs, which spills over to all other horde reps too.

They changed that. All quests give the same amount of rep regardless of when you do them. So if you go back and do any Horde quests you missed, you'll get UC rep. I think it's about 1/3 of the main rep bleeds into the other reps (100 Org rep gives 33 UC/BE/DT/TB rep). This might not apply to the very lowest level quests (1-10 zones).

I got exalted with UC at like, 38 or 39 on my BE, so it's not hard.

and Tiger: Anyone who is doing mainly quests for leveling should be exalted by 51.

Must have been the same time they "fixed" XP values in dungeons so that you can't quickly level someone using a 60+ friend. I still get badgered by random people to do that, and they never listen to me when I tell them it doesn't work.

It was a patch or two before TBC went live. Also, I've had 70s pull me through instances recently, and the XP didn't seem to be far off from where it should be.

I ran a friend through BFD the other day (lvl 26) on my 70 hunter to get quests done, get some quest blues and maybe a shot at some useable boss blues (she's a hunter too). She was only getting around 50XP a mob, seems pretty low to me for lvl 26 - 31 elite mobs.

Not really that low.

50 per mob times the rate a 70 can kill those mobs makes it faster than...everything?

Pretty much. I got 3-4 bubbles (at 43) from a 70 friend running me through part of ZF to finish two quests. Took maybe 30 minutes.

I dunno, it's been a while since I did BFD so I'm not too keen on XP values at that level, I just though 50 per seemed a little low.
