[BF2]VIOP problems

Last night I played on two different servers. On the first server I was able to use ingame voip and could talk to and hear my squadmates. In the second server I could talk to my squadmates, but could not hear them. Is this just because BF2 voip is bugged/shitty or is there some other reason?

Server admins have the right to turn/Shut it off do to lagging on the server.

Well the problem is that my squadmates could hear each other, but i couldn't hear any of them, yet in the previous server i could hear everyone fine. it just seems so hit or miss.
