The FBI agent lied to you. There is no international database of cross-reference telephone IP addresses.
What they will do is take the area code of the phone numbers you have, match it to IP addresses that originate from the same state, ask the phone company for whose phone number it is and ask the ISPs for the information regarding the user IPs. Most likely the phone company will give that shit up faster than you can say "COUPONS." The ISP will stonewall. They won't give up shit without a judge ordering them to.
