From what I understood it was an unaired pilot that never took off, and they canned it before it even started. I thought it was pretty damn funny for a pilot, I've never seen a pilot episode I laughed at.

It has some funny moments, and you also have to consider it's a pilot. Pilot episodes generally blow, so this is a relatively funny premier for a show.
