So my cspca charge window is bugged and wont retain any custom settings. (ie turn off). Allowed and block list wont retain settings either. Petition has been filed for quite a while, to no avail.

evemail > inbox > settings > allowed tab

Looking at the 'allowed' tab, I noticed many mission agents listed here, like 14 or 15. Just for giggles I tried to delete an old agent, and the delete stuck. So I continue down the tab deleting old agents until only a few current agents remain listed.

Now I try to change settings to 'allowed' instead of 'cscpa controlled' and the amount to 0. Now the settings are being remembered. No more charges and no more headaches!!!!!

I tested by adding my alliance to the 'allowed' tab. It is now being retained also.

So if you are having the same trouble with keeping your charges off, try deleting a few agents from your 'allowed' tab. I believe that is what worked for me. Any change I make is retained now.
